Governing Body Regulations 
The UCI Elite Men’s and Women’s races (C1 & C2) shall be held under 2017 UCI regulations. The UCI Scale of penalties shall apply.
Amateur events are held under USA Cycling permit #2017-3009. All current USA Cycling rules and scale of penalties will apply.
It is the rider’s responsibility to familiarize themselves with all rules and regulations applicable for their race. In the event that this document conflicts with a specific and applicable UCI or USA Cycling rule, then the specific rule takes precedence.


Licensing & Eligibility
A valid UCI international license is required to compete in the UCI Elite Men’s or Women’s races. A valid UCI license must be issued before the day of the event. Please refer to your national governing body for eligibility requirements (USA Cycling is Category 1 & 2 for men and Category 1, 2, & 3 for women).
Under 23 Men (19-22) and Elite Men (23+) shall ride in the same race and will not be scored separately. Junior Men (17-18) may not compete in the Elite Men’s race. Therefore, the minimum racing age is 19.
Under 23 Women (17-22) and Elite Women (23+) shall ride in the same race and will not be scored separately. Therefore, the minimum racing age is 17.
Entrants in the amateur events must possess a current USA Cycling or UCI license. USA Cycling licenses may be purchased online in advance or onsite. A one-day license may be purchased for $10, but are only eligible for events open to category 5 men and category 5 women (this includes categories labeled “open”).
A rider’s racing age is their age on December 31, 2018.


Equipment
• An approved helmet must be worn at all times while riding at or near the vicinity of the event.
• UCI Elite events will have tire width restricted to a maximum of 33 mm. Tire width will be checked at staging.
• Mountain bikes and/or bikes with flat bars are allowed in amateur (USAC) events, but handlebar attachments (bar ends) may not be used.
• Single Speed category is restricted to bikes with only one rear cog and only one front chain ring. . The use of a chain tensioner (or poorly functioning derailleur) is allowed.
• Jerseys must be worn in all races and shall cover the shoulders.
• On-board cameras are permitted in UCI races pro vided they are attached to the bicycle, cannot be removed during racing, and do not transmit a live signal.


Reg & Packet Pick-up
UCI Elite races:
• Pre-register online via BikeReg.com/RutsnGuts only. There is no day-of registration.
• Elite rider sign-in and packet pickup will open at noon each race day and close 1-hour before each race start.
Elite riders may sign in for both days on Saturday.
USA Cycling Amateur races:
• Pre-register online via BikeReg.com or onsite at the event.
• Day-of registration and packet pickup is available at the following times:
        On Saturday from 7:00AM until 30 minutes before the start of each race.
        On Sunday from 7:00AM until 30 minutes before the start of each race.
• Amateur riders are signed-in for the entire weekend when picking up their packet. They do not need to sign-in each day.

Online registration at BikeReg.com/RutsnGuts closes at 11:00PM CST on Wednesday, November 29th, 2017. Refer to the Event Schedule for corresponding entry fees. Onsite registration incurs an additional $10 fee per day of racing. Adding a second race on the same day is only $15.

Packet pickup and onsite registration will be located in the Northeast corner of the parking lot.

Please place the back BIB Number on the right side Saturday (day 1) and on the left side on Sunday (day 2).  Shoulder numbers, if issued, shall be worn on the upper forearm (bicep) so it is visible frontally. Do not fold, alter, or cut BIB numbers. The rider is responsible for ensuring that numbers are not obscured. Please reuse the same BIB numbers for Sunday. Replacement of a lost BIB number will be $5.
The field limit for each combined wave of races is limited to 100 entries (see Kid ‘Kross for exception). In the event that a field is full before the close of registration, a wait list will be started. At the close of sign-in, all entries not claimed will be forfeit and not refunded. The field will then be filled by order of entry on the wait list by those present at registration when called.


Lapped Riders
UCI Elite races:
• 80% rule will be applied. The 80% zone will be located just past the finish line with an exit to the right.
USA Cycling Amateur races:
• Officials will NOT pull lapped riders. Slower riders are REQUIRED to give way to riders overtaking them. If safety or obstructive issues arise due to lapped riders not giving way, these riders may be pulled. This decision is at the discretion of the Chief Referee.


Feeding & Hydration
Riders may carry fluids on their bicycles and install bottles on their spare bicycles in the pit area. Hands-free water carrying systems such as backpacks are permitted, and riders may also carry water bottles in their jersey pockets.
UCI Elite Races: Per recent changes in rules, there is no longer a procedure for taking a bottle via a hand-up. Accepting hand-ups at any location on course is strictly forbidden.
USA Cycling Amateur races: Taking a bottle via a hand-up is only permitted if specifically authorized by the Chief Referee (rule 4A15). This is not expected, as this rule is recommended when temperatures are over 68°F.

Typical weather for race weekend: Average Low of 32°F to High of 52°F. Records: Max 77°F, Min 10°F.


Timing, Scoring, & Results
A camera will be present at the finish line. The timing equipment and staff will be located in the officials’ tent on a custom raised platform immediately adjacent to the finish line and truss.

Results will be posted on the Results Board on the east side of the Registration tent.

The protest period is 15 minutes after posting, after which time results will become final.

Final results will also be posted at rutsandguts.org and usacycling.org


Podium & Awards
Immediately following the finish of each race, the top three finishers must proceed directly to the podium area. This includes all amateur and elite riders.The podium is located just east of the scoring stage.
Award Ceremony may take place before the end of the protest period, as long as there is not a protest filed that affects the top three.
A finish/warming tent is available next to the podium for the top three finishers and riders reporting for anti-doping. Each rider is allowed only one support person in the finish tent. The finish tent will have warm water and a changing area. Only the top three finishers are allowed onto the podium; no other personnel.
Riders should report to the podium in a team kit. No street clothes. Failure to report to the podium ceremony will result in a forfeiture of prizes.
Following the podium, top three finishers shall make themselves available for a brief interview.
UCI Elite races:
• Riders failing to attend awards ceremonies when required are subject to a fine and forfeiture of prizes (12.1.040.36).
• The top three men & women U23 finishers will be recognized in a separate podium before the elites.
• Reminder: Women’s podium will occur immediately after the women’s race. Please plan accordingly.


Prize Payment Procedure
Prize money will be paid onsite once results are final. The top three finishers will receive their prizes at the podium; all other finishers near the results board/registration. No prizes will be mailed. Any prizes not picked up by close of event on Sunday will be forfeited.
No prize money over $600 can be paid unless you have provided the following current information on a W9 tax form or provide proof of exemption. All tax forms will be available where prize money is collected.
